Challenges and Solutions in Compulsory Education Investment in Impoverished Areas from the Perspective of Fiscal Resilience

Abstract

Based on the perspective of fiscal resilience theory, this study selects Luding County in Sichuan Province and Deqing County in Guangdong Province as samples, and conducts empirical comparative analysis with education finance data from 2019-2023. Research has found that significant differences in fiscal self-sufficiency have a significant impact on the level of investment in compulsory education between the two regions. Deqing County has achieved an average annual growth rate of 8.2% in per capita funding through strong provincial financial support, while Luding County is limited by a high dependence on transfer payments of 75% and only maintains a growth rate of 3.5%; In terms of resource allocation mode, Deqing County relies on digitalization and the urban-rural education community to narrow the urban-rural gap to 1.3:1, while Luding County, constrained by geographical conditions, still reaches 2.1:1; In terms of policy innovation, the "dual system" of vocational education in Deqing County and teacher incentive measures have effectively improved the quality of education. It is suggested to establish a three-level resilience support system of "central standard guidance, provincial overall planning, subject county-level diversified financing", strengthen the efficiency of transfer payments and the sustainability of county-level finance.
